It is read on demand rather than copied into a separate warehouse: each network's answer is cached for 15 minutes, which is also the screen's auto-refresh interval. The refresh button re-reads everything immediately.
No. Cross-platform analytics is a read path: it fetches performance and builds a report. Everything that changes campaigns lives in other modules, where new objects are created PAUSED and edits need your approval.
